John Patrick Pattinson suggests that the author was William Haywood (1821-1894), the architect who designed the Holborn Viaduct in London (see: ‘The Man Who Was Walter’ (Victorian Literature and Culture, Vol. 30, No. 1 (2002), pp. 19-40).
